Lilia Titova: “Domestic analogues manufactured in the Moscow Region will help save budget funds significantly.”

On June 10, 2015 the Union of Professional Pharmaceutical Organizations (SPFO) and PROTEK Group of Companies took part in the I International Pharmaceutical Conference “Import Substitution 2015” held in the House of the Moscow Region Government. The event was organized by the Moscow Region Government and supported by the Ministry of Industry and Trade of the Russian Federation. The purpose of the conference was to discuss the lines of development of pharmaceutical industry in the Moscow Region and measures to be taken by regional and federal authorities to support Russian manufacturers. PROTEK Group of Companies participated in the exhibition; the exhibition stand represented all segments of pharmaceutical industry where the Group works — production (Cotex), distribution (CV PROTEK), retail sale (Rigla). Lilia Titova, an Executive Director of SPFO presented a report titled "Analysis of the Medicines Procurement System in the Moscow Region: Searching for Opportunities”. In her presentation she highlighted the necessity to save budget funds which is possible through the balanced request giving priority to home manufacturers located in the Moscow Region, through decrease of prices for medicinal products, ensuring robust competition on the budget market of medicinal products, etc.). “An increase of turnover of the manufacturers located within the Moscow Region may be an additional advantage leading to increased taxes payable to the budget of this large region,” noted Lilia Titova in her presentation. Additionally, according to L. V. Titova, optimization of the system for provision of people with necessary medicinal products is possible through attracting national distributors who possess a large logistics network and a large assortment and are able to provide the best pricing proposal, including through the participation in auctions. Attraction of national distributors and a dialogue with manufacturers are the key factors of successful work of both the industry conferences and the newly created Expertise and Coordination Centre for Development of Pharmaceutical Industry in the Moscow Region, and consequently for reaching the goals set for the Ministry of Health of the Moscow Region.
